The green and low-carbon transformation of energy has achieved remarkable results
 
 
Energy is a key area for carbon peaking and carbon neutrality. In the past two years since General Secretary Xi Jinping made the major announcement of carbon peaking and carbon neutrality, all relevant departments in all regions have thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important speeches and instructions, conscientiously implemented the decision-making and deployment requirements of the Party Central Committee and the State Council and the deployment requirements of the leading group for carbon peaking and carbon neutrality, and actively and steadily and orderly promoted the green and low-carbon transformation of energy, and achieved remarkable results.
1. Accelerate the development and utilization of non-fossil energy
(4) New energy has maintained rapid growth. Formulate and implement the planning and layout plan of large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas, with a total planned scale of about 5 million kilowatts, and the first batch of 9500 million kilowatt base projects have all started construction, and the second batch of project lists has been issued and the preliminary work has been promoted to organize and plan the third batch of base projects. Steadily promote the pilot of rooftop distributed photovoltaic development in the whole county, and as of the end of June this year, the cumulative filing scale of the national pilot is 6.6615 million kilowatts. Orderly promote the construction of offshore wind power bases in the Shandong Peninsula, Yangtze River Delta, southern Fujian, eastern Guangdong and Beibu Gulf. Since 2020, the installed capacity of new wind power and solar power generation has exceeded 1 million kilowatts for two consecutive years, accounting for about 7% of all new power generation installations per year. Steadily develop biomass power generation, as of the end of July this year, biomass power generation installed 3967.3 million kilowatts. Work with relevant departments to actively study and support the development of geothermal energy and non-food bio-liquid fuels. (8) The construction of conventional hydropower projects is steadily advancing. Coordinate hydropower development and ecological environmental protection, and vigorously promote hydropower planning and major hydropower projects in key river basins such as the upper reaches of the Jinsha River, the middle reaches of the Yalong River, and the upper reaches of the Yellow River. The Wudongde and Lianghekou hydropower stations were fully put into operation, the Baihetan Hydropower Station was completed and put into operation by the end of August this year, and the Jinsha River Xulong Hydropower Station project was approved for construction in early June this year. Since 10 to June this year, 6 million kilowatts of conventional hydropower have been started. (2021) Nuclear power maintains a steady pace of construction. Actively and orderly promote nuclear power construction on the premise of ensuring safety. Hualong No. 1, Guohe No. 5 demonstration project, high-temperature gas-cooled reactor demonstration project and other projects under construction are promoted under the premise of ensuring quality. In January 7, Hualong No. 77, the world's first pile of Fuqing No. 8335, was completed and put into operation. As of July this year, China has a total of <> nuclear power units under construction with an installed capacity of <>.<> million kilowatts.
Second, positive progress has been made in the clean and efficient development and utilization of fossil energy
(2021) The clean and efficient development and utilization of coal continues to deepen. Give full play to the role of coal and coal power in supporting and guaranteeing the green and low-carbon transformation of energy. We will continue to play a good "combined fist" of increasing coal production and ensuring supply, implement the responsibility system for coal safety and supply, stabilize the coal supply guarantee policy, strengthen the national coal production dispatch, continue to release advanced production capacity, and effectively and steadily increase coal production. Research and promote the pilot demonstration of graded utilization of low-rank coal. Fully tap the peak output potential of coal power. Promote the elimination of backward production capacity in the coal power industry in a steady and orderly manner. In 50, coal power accounted for less than 60% of the installed capacity, produced 70% of the country's electricity, and undertook 2021% of the peak tasks. Solidly promote the seven-year action plan for oil and gas exploration and development, vigorously increase the intensity of oil and gas exploration and development, and the crude oil output in 1 will be 99 million tons, stabilizing and rebounding for three consecutive years, and natural gas production will be 2076.2021 billion cubic meters, an increase of more than 240 billion cubic meters for five consecutive years. Accelerate the construction of oil and gas infrastructure, promote the construction of key oil and gas trunk pipelines and interconnection projects, and further improve the "one national network". Natural gas reserve capacity has been rapidly improved, and the scale of gas storage has doubled in more than three years. Solidly promote the implementation of refined oil quality upgrades, and effectively ensure the supply of gasoline and diesel that meets the mandatory national standards of the sixth stage. Oil and gas consumption maintained reasonable growth, accounting for about <>.<>% of total primary energy consumption in <>.
(2021) Accelerate the implementation of terminal energy cleaning substitution. Policies such as the Guiding Opinions on Further Promoting Electric Energy Substitution have been issued to promote the continuous improvement of electrification in key areas such as industry, transportation, construction, agriculture and rural areas. By the end of 156, the clean heating area reached 73.6 billion square meters, with a clean heating rate of 1.5%, exceeding the planning target, replacing more than 2 million tons of loose coal, and contributing more than one-third to reducing PM5.7 concentration and improving air quality. Accelerate the construction of electric vehicle charging infrastructure, with a total of 398.500 million units completed as of July this year, which can basically meet the development needs of electric vehicles. The comprehensive utilization demonstration of nuclear energy was carried out, and the total heating area of the first and second phase of the nuclear energy heating project in Haiyang, Shandong Province exceeded <> million square meters, achieving "full coverage" of nuclear energy heating in Haiyang urban area. Zhejiang Qinshan nuclear heating project was officially put into operation, becoming the first nuclear energy heating project in southern China.
Third, the construction of new power systems has been steadily advancing
(2021) The capacity of power resource allocation across provinces and regions has been steadily enhanced. It has completed and put into operation inter-provincial transmission channels such as Yazhong-Jiangxi, northern Shaanxi-Wuhan and Baihetan-Jiangsu UHVDC transmission channels, accelerated the construction of Baihetan-Zhejiang, Fujian-Guangdong interconnection DC projects, and Nanyang-Jingmen-Changsha, Zhumadian-Wuhan and other cross-provincial UHV AC projects, and actively promoted the "three-cross-nine direct" cross-provincial transmission channels. As of the end of June this year, the installed capacity of pumped storage reached 2021 million kilowatts. The "400th Five-Year Plan" New Energy Storage Development Implementation Plan was introduced to accelerate the diversification, industrialization and large-scale development of new energy storage. By the end of 6, the installed capacity of new energy storage exceeded 1 million kilowatts. Promote the acceleration of the construction of qualified gas and power projects, and as of the end of June this year, the installed capacity of natural gas power generation is about 1 million kilowatts, an increase of about 2020 million kilowatts over 1000. Guide all localities to do a good job in demand-side response and effectively reduce peak load demand.
Fourth, the support and guarantee of energy transition have been continuously strengthened
(13) Accelerate the advancement of energy science and technology innovation. A number of major scientific and technological innovations have achieved new breakthroughs, mastered independent third-generation nuclear power technology, built the world's largest million-kilowatt hydropower unit with a single capacity, repeatedly set the world record for photovoltaic cell conversion efficiency, successfully rolled off the production line of <> MW offshore wind turbines, and made new progress in the research and development and application of a number of new energy technologies such as large-scale energy storage and hydrogen energy. Improve the innovation mechanism, formulate and issue the "<>th Five-Year Plan" for scientific and technological innovation in the energy field, revise the assessment and evaluation methods for the first (set) major technical equipment in the energy field, and organize and carry out the selection and certification of the first batch of national energy R&D innovation platforms in the "<>th Five-Year Plan".
(6) The reform of the energy system and mechanism has been continuously deepened. The Guiding Opinions on Accelerating the Construction of a National Unified Electricity Market System was issued and implemented. Approve the implementation plan for the construction of the southern regional electricity market. Actively and steadily promote the construction of the electricity spot market, and carry out uninterrupted settlement trial operation in the first batch of six pilot areas such as Shanxi. In the first half of this year, the country's market-oriented trading electricity reached 2.5 trillion kilowatt hours, a year-on-year increase of 45.8%, accounting for about 61% of the entire society's electricity consumption. Carry out the reform of incremental mixed ownership in the field of new energy, and study and determine a number of key projects. Promote the improvement of the formation mechanism of coal, electricity and pumped storage prices, liberalize the on-grid electricity price of coal and electricity, cancel the sales price of industrial and commercial catalogs, and promote industrial and commercial users to enter the market. Accelerate the revision of the Energy Law, the Coal Law, and the Electric Power Law.
(3) Further improve the policy guarantee for energy transition. Issued and implemented the Implementation Plan for Promoting the Green and Low-carbon Transformation of Energy to Peak Carbon, the Opinions on Improving the Institutional Mechanisms and Policy Measures for the Green and Low-carbon Transition of Energy, and the Implementation Plan for Carbon Peaking in the Coal, Oil and Gas Industries, and issued the Implementation Plan for Promoting the High-quality Development of New Energy in the New Era, systematically promoting the green and low-carbon transformation of energy and forming a policy synergy. Strengthen research on key and difficult issues, and organize relevant parties to carry out in-depth research on energy transition paths.
In the next step, the National Development and Reform Commission and the National Energy Administration will thoroughly implement the spirit of the 2030th National Congress of the Communist Party of China, and work with relevant parties to continue to promote the implementation of the relevant tasks of the "Opinions on Complete, Accurate and Comprehensive Implementation of the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality" and the "Action Plan for Peaking Carbon Emissions before <>", and effectively promote the implementation of a series of policies for carbon peaking in the energy sector. Proceeding from the actual conditions of the country, adhere to the principle of putting the establishment first, establishing first and then breaking through, and planning comprehensively, actively and orderly promote the green and low-carbon transformation of energy on the basis of ensuring the security of energy supply, vigorously promote the adjustment of the energy structure and the carbon reduction of the energy industry chain, promote the optimal combination of coal and new energy, strengthen the innovation of energy science and technology and the reform of the system and mechanism, and provide a green, low-carbon, safe and reliable energy guarantee for achieving the goal of carbon peak and carbon neutrality on schedule.

Positive progress has been made in energy conservation, carbon reduction and efficiency enhancement
 
 
Energy conservation is an important means to promote carbon peaking and carbon neutrality and promote high-quality development. In the past two years since General Secretary Xi Jinping made the major declaration of carbon dioxide peaking and carbon neutrality, all regions and relevant departments have deeply studied and implemented the spirit of General Secretary Xi Jinping's important speeches and instructions, conscientiously implemented the comprehensive conservation strategy, and deeply implemented the action of energy conservation, carbon reduction and efficiency improvement in accordance with the decision-making and deployment requirements of the Party Central Committee and the State Council and the deployment requirements of the leading group for carbon dioxide peaking and carbon neutrality, and achieved positive results.
1. Systematically plan and coordinate the promotion of energy conservation in the 14th Five-Year Plan
The first is to systematically plan energy-saving work. The State Council issued the "14th Five-Year Plan for Energy Conservation and Emission Reduction", making overall arrangements for the national energy conservation work in the 14th Five-Year Plan, clarifying the national and various fields and regions of energy conservation goals and tasks, and compacting the main responsibilities of all regions and relevant departments. All provinces (autonomous regions and municipalities) have formulated their own "14th Five-Year Plan" energy conservation and emission reduction work plans in light of actual conditions.
The second is to refine and improve supporting policies and measures. The Ministry of Industry and Information Technology issued the 14th Five-Year Plan for Industrial Green Development, and the Joint Development and Reform Commission, the Ministry of Finance and other departments issued the Action Plan for Industrial Energy Efficiency Improvement. The Ministry of Housing and Urban-Rural Development issued the 14th Five-Year Plan for Building Energy Conservation and Green Building Development. The Ministry of Transport, the Civil Aviation Administration and the China Railway Group issued special plans for green transportation development, civil aviation and rail transit. The State Administration and the Development and Reform Commission issued the 14th Five-Year Plan for Energy and Resource Conservation of Public Institutions. The Ministry of Finance, the State Administration of Taxation and other departments have issued a catalogue of preferential enterprise income tax for projects in the fields of energy conservation and water saving, and increased the support of preferential tax policies. The People's Bank of China has launched carbon emission reduction financial instruments and special re-loans for clean and efficient use of coal, and accurately supported key projects such as energy conservation and environmental protection, carbon emission reduction, and clean and efficient utilization of coal.
Second, optimize and improve energy consumption control policies to ensure high-quality development of energy demand
The first is to improve the formation method of total energy consumption indicators. Enhance the flexibility of total energy consumption management, and local governments shall determine annual total energy consumption targets according to the regional economic growth targets and the basic targets for reducing energy consumption intensity, and adjust them accordingly in combination with the actual economic growth rate.
Second, new renewable energy and raw material energy use are not included in the total energy consumption control. To implement the spirit of the Central Economic Work Conference, the Development and Reform Commission, together with the National Bureau of Statistics and other departments, issued a notice on further improving the work of new renewable energy and raw material energy use not being included in the total energy consumption control, and clarified specific operation methods.
The third is the orderly implementation of the energy consumption of major national projects. The Development and Reform Commission and relevant departments have studied and proposed a separate list of projects for energy consumption, which effectively guarantees the rational energy use demand of major projects in the national layout. The fourth is to optimize and improve the assessment method of responsibility for energy-saving goals. Coordinate economic and social development and energy conservation and carbon reduction, and carry out the assessment of local energy conservation targets and responsibilities during the "14th Five-Year Plan" period, and implement "annual evaluation, mid-term evaluation, and five-year assessment".
Third, resolutely curb the blind development of high-energy-consuming, high-emission and low-level projects
First, improve the institutional system. The Development and Reform Commission and relevant departments strictly restrict energy efficiency, further improve green price mechanisms such as tiered electricity prices for electrolytic aluminum industries and on-grid tariffs for coal-fired power generation, and guide financial institutions to improve financing policies for "two highs" projects.
The second is to strengthen supervision and guidance. The State Council held a video and telephone conference to resolutely curb the blind development of the "two supremes" projects. The Development and Reform Commission continues to strengthen the analysis and judgment of the energy conservation situation, regularly dispatch the local "14th Five-Year Plan" to put into production and the stock of "two highs and one low" projects, and provide timely work guidance to areas where the energy intensity reduction is not as expected.
The third is the responsibility of compacting the main body. The Development and Reform Commission has repeatedly organized local governments to sort out and check the "two highs and one low" projects, implemented list management, categorical disposal, and dynamic monitoring of projects, cooperated with the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment and other departments to carry out special inspections, and included the progress of relevant work in the evaluation and assessment of the responsibility of provincial people's governments for energy conservation goals. The Ministry of Ecology and Environment will resolutely curb the blind development of the "two supremes" projects as the focus of the central ecological environmental protection supervision work, and include the relevant problems verified in the ecological and environmental warning films of the Yangtze River and the Yellow River, and publicly expose typical cases.
4. Further promote the transformation of energy conservation and carbon reduction in key fields and industries
First, vigorously promote energy conservation and carbon reduction in the industrial and energy fields. The Development and Reform Commission and other departments issued Several Opinions on Strict Energy Efficiency Constraints to Promote Energy Conservation and Carbon Reduction in Key Areas, clarifying the benchmark level and benchmark level of energy efficiency in key industries, formulating implementation guidelines for energy conservation and carbon reduction transformation and upgrading by industry, and further promoting implementation. The Ministry of Industry and Information Technology issued guidelines for the high-quality development of petrochemical chemicals, iron and steel and other industries, selected 43 energy efficiency "leader" enterprises, and promoted high-efficiency and energy-saving technologies. The Development and Reform Commission and the National Energy Administration have deployed and promoted central enterprises and regions to carry out the "three reforms" of coal power, and actively used the investment within the central budget and special reloans for clean and efficient use of coal to increase support. In 2021, the average coal consumption of thermal power units nationwide dropped to 302.5 grams of standard coal/kWh, a year-on-year decrease of 2.4 grams of standard coal/kWh.
The second is to solidly promote the improvement of energy efficiency in the building sector. The Ministry of Housing and Urban-Rural Development continues to promote the energy-saving renovation of existing buildings and vigorously promote the implementation of green building standards. By the end of 2021, the country had completed a total of about 17.85 billion square meters of energy-saving renovation of existing buildings, built about 1000.<> billion square meters of green buildings, and built an ultra-low, near-zero energy building area of more than <> million square meters.
The third is to accelerate the establishment of a clean and efficient transportation system. The Ministry of Transport and relevant departments have vigorously promoted the construction of green transportation infrastructure such as green highways, green water transportation, and port shore power, accelerated the promotion of clean and low-carbon transportation such as new energy vehicles and clean energy-powered ships, and continued to optimize and adjust the transportation structure. As of September this year, China's new energy vehicle ownership reached 9.1149 million, ranking first in the world.
The fourth is to further promote the conservation of energy resources in public institutions. The State Administration of State Management continues to carry out the action of creating energy-saving institutions, organizes the implementation of energy-saving renovation projects of public institutions in an orderly manner, and actively promotes the energy fee trusteeship service mode to improve the energy utilization efficiency of public institutions. By the end of June this year, about 6,13 party and government economizing organs at or above the county level and 5114,376 demonstration units of economizing public institutions had been built nationwide, and 2021 public institutions had been rated as energy efficiency leaders. In 1, the energy consumption per unit building area and per capita comprehensive energy consumption of public institutions nationwide decreased by 14.1% and 32.<>% respectively year-on-year.
5. Continuously improve the basic capacity of energy conservation and carbon reduction

The second is to update and upgrade energy-saving standards and energy efficiency labels. The State Administration for Market Regulation and the Development and Reform Commission have further promoted the revision of energy-saving standards, strengthened the management of energy consumption limits for major energy-consuming products and processes, and promoted the issuance of 2021 mandatory energy consumption limit standards, 4 mandatory energy efficiency standards and 4 recommended energy-saving standards in 25. Up to now, China has issued a total of 378 national standards for energy conservation, involving key industries such as thermal power, steel, building materials, and chemicals, as well as household appliances and industrial equipment such as room air conditioners and motors, basically covering all aspects of production and life. A total of 41 batches of energy efficiency labeling product catalogs have been released, covering 290 types of products such as home appliances and lighting, involving about <>.<> million product models.
The third is to consolidate the data base of energy consumption. The Development and Reform Commission, together with the National Bureau of Statistics and the National Energy Administration, will accelerate the consolidation of the statistical accounting basis for raw material energy use and renewable energy consumption data, and standardize the data reporting requirements of enterprises, industry associations, and relevant local departments. The Development and Reform Commission will promote all regions to urge key energy-using units to strictly implement the energy utilization status reporting system, accelerate the construction of online monitoring systems and data applications for energy consumption of key energy-using units, and provide timely and effective support for the analysis and judgment of the energy-saving situation.
6. Carry out in-depth publicity and education on energy conservation and carbon reduction, and international cooperation
First, actively carry out energy conservation actions for the whole people. The Development and Reform Commission and the Ministry of Ecology and Environment jointly carry out themed publicity activities such as the National Energy Conservation Publicity Week and the National Low-Carbon Day every year to deepen the publicity and education on energy conservation and carbon reduction, create a strong atmosphere for energy conservation and carbon reduction, and promote the concept of energy conservation and carbon reduction to further penetrate the hearts of the people. During the 2022 National Energy Conservation Publicity Week, various energy conservation publicity activities held by various regions and departments attracted a total of 1 million online and offline visitors. In the next step, the National Development and Reform Commission will work with relevant departments to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, base on the overall situation of economic and social development, earnestly implement the strategy of giving priority to conservation, improve the regulation of total energy consumption and intensity, focus on controlling fossil energy consumption, deeply implement energy conservation, carbon reduction and efficiency enhancement actions, and continuously improve energy utilization efficiency, so as to provide strong support for accelerating the green transformation of development mode and achieving carbon peak and carbon neutrality.

In the past two years since General Secretary Xi Jinping made the major declaration of carbon dioxide peaking and carbon neutrality, all relevant departments in all regions have deeply studied and implemented the spirit of General Secretary Xi Jinping's important speeches and instructions, conscientiously implemented the decision-making and deployment requirements of the Party Central Committee and the State Council and the deployment requirements of the leading group for carbon dioxide peaking and carbon neutrality, in-depth study of the work ideas and key measures for breaking resource and environmental constraints and achieving high-quality development in the industrial field, strengthening strategic thinking, adhering to the system concept, scientifically, steadily and orderly promoting the work of carbon dioxide peaking and carbon neutrality in the industrial field, and accelerating the construction with high efficiency, green, low-carbon, recycling as the characteristics of the modern industrial system.
1. Systematically plan and steadily promote carbon peaking in the industrial sector
The first is to prepare an industrial carbon peaking plan.
