Increase the support of the state-owned capital operation budget, and take carbon peaking and carbon neutrality as the key support direction.
The second is to promote the transformation and upgrading of traditional industries. Continue to consolidate the results of capacity reduction and support enterprises to implement green and intelligent transformation. Ordnance Industry Group invested 60 billion yuan to carry out energy-saving and emission-reduction transformation; PetroChina launched the Jilin Petrochemical Transformation and Upgrading Project to build the first all-green electrochemical project.
The third is to accelerate the development of green and low-carbon strategic emerging industries. In recent years, the investment amount of central enterprises in strategic emerging fields such as new energy and new materials has increased by more than 20% annually, building a number of digital innovation platforms such as new energy vehicles, Beidou, e-commerce, and blockchain, and creating collaborative innovation platforms such as logistics big data and offshore equipment, giving play to the leading role of the industry.
The fourth is to promote the construction of green infrastructure. Vigorously develop green buildings, accelerate the energy-saving transformation of existing buildings, and actively develop green and intelligent construction. China State Construction Group has built a smart factory for prefabricated buildings in the whole industry chain, invested more than 50 PC prefabrication construction plants, and has a total annual production capacity of more than 600 million square meters. Implement the green transformation of transportation infrastructure, and actively develop green, energy-saving and environmentally friendly transportation equipment. CRRC has developed a new generation of subway products such as silicon carbide inverters and permanent magnet direct drive technology, which save more than 15% energy compared with ordinary products; China's FAW and Dongfeng have increased their efforts to promote the research and application of technologies such as clean fuel cells and intelligent charging; Communications enterprises promote the green transformation and upgrading of data centers, focus on key breakthroughs in 5G networks, artificial intelligence and other fields, and actively build a green and low-carbon full chain of R&D, application, operation and product integration.
Fifth, strengthen the conservation and intensive recycling of energy resources. Promote central enterprises to strengthen the management of energy use, accelerate the implementation of energy conservation and carbon reduction projects, and promote the recycling production of enterprises and the comprehensive utilization of solid waste. Building materials enterprises actively explore the application and promotion of technologies such as urban solid waste adulteration and biomass coupled power generation, and China Resources Group disposed of a total of 2021.106 million tons of municipal sludge and 4,4 tons of drug residue in <>. Sixth, resolutely curb the blind development of high-energy-consumption, high-emission and low-level projects. The "Notice on Strictly Controlling and Managing the "Two Highs" Projects was issued, and central enterprises were organized to comprehensively investigate the situation of the "two highs and one low" projects, and resolutely withdraw from projects that did not meet the requirements of national policies.
Third, ensure energy supply and build a clean and low-carbon energy system
The first is to make every effort to ensure the supply of energy and electricity. Organize central enterprises in the energy field to do everything possible to win the battle of energy and power supply, and give play to the role of state-owned enterprises as the "national team" and "main force" in energy and electricity supply. In 2021, the coal output of central enterprises exceeded 10 billion tons for the first time, and the power generation reached 4.95 trillion kWh, a year-on-year increase of 10.2%, accounting for 64.6% of the country's power generation, 2.5 percentage points higher than the installed capacity.
The second is to actively promote the clean and efficient use of coal. Adhere to the principle of first establishing and then breaking, rationally develop advanced coal power, orderly eliminate backward coal power, and accelerate the "three reforms" of energy conservation, carbon reduction, flexibility and heat supply transformation of existing coal-fired power units. At present, the unit power supply coal consumption of central power generation enterprises has been reduced to 298 grams of standard coal/kWh, and the carbon dioxide emissions per unit of power supply are less than 550 grams/kWh. Strictly control the production capacity of traditional coal chemical industry, and orderly build modern coal chemical projects with new technology, low energy consumption and good efficiency.
The third is to focus on improving the level of clean energy development. The installed capacity of clean energy in central power generation enterprises accounts for more than 45%, and the utilization rate of new energy in power grid enterprises exceeds 95%, and the capacity of new energy consumption and regulation has been further improved. Steadily build a hydrogen energy industry system, promote the integrated development of hydrogen energy production, storage, transmission and use, and more than one-third of central enterprises deploy hydrogen energy industry. State Grid built the world's first flexible DC power grid project in Zhangbei, helping to achieve 100% green power supply for the Winter Olympic venues; China Southern Power Grid's Meizhou and Yangjiang pumped storage power stations in Guangdong have been fully completed and put into operation, and the installed capacity of pumped storage in the Guangdong-Hong Kong-Macao Greater Bay Area has reached 968.<> million kilowatts.
Fourth, adhere to innovation-driven, green and low-carbon technology achievements are numerous
The first is to strengthen low-carbon, zero-carbon and carbon-negative scientific and technological research. Organize central enterprises to carry out research and development of low-carbon, zero-carbon and carbon-negative technologies, and actively undertake a number of key research tasks such as advanced nuclear power, clean coal power, and advanced energy storage. China Huaneng is the world's first fourth-generation nuclear high-temperature gas-cooled reactor connected to the grid for power generation; China Huadian and Dongfang Electric Group cooperate to promote a major breakthrough in the G50 gas turbine; China Baowu's hydrogen-rich carbon cycle blast furnace breaks through the limits of traditional blast furnace processes.
The second is to strengthen the demonstration and application of innovative achievements. The development and engineering demonstration project of efficient and flexible secondary reheat generator set built by Jiangsu Suqian Company of National Energy Group was rated as a typical case of major achievements in national scientific and technological innovation; Sinopec completed and put into operation the first million-ton carbon dioxide capture, utilization and storage project in China; Aerospace Science and Technology successfully launched the world's first forest carbon sink active and passive joint observation remote sensing satellite.
The third is to actively promote the construction of green and low-carbon technology innovation platforms. Support central enterprises to combine their own advantages to build green and low-carbon original technology "source areas". Central enterprises have led the establishment of the Offshore Wind Power Industry Technology Innovation Consortium, the Carbon Capture Storage and Utilization Technology Innovation Consortium, the China New Energy Storage Industry Innovation Alliance, and the Global Low-carbon Metallurgy Innovation Alliance, becoming an effective platform for green and low-carbon technology exchanges.
5. Improve the management mechanism and continuously improve the level of carbon emission management
First, strengthen the statistical accounting of carbon emission data. Establish a carbon emission statistics reporting system for central enterprises, and build a carbon emission statistical accounting management platform. Strengthen the supervision of carbon emission data quality, issue the Notice on Carrying out the Investigation and Rectification of Carbon Emission Data Quality Problems, guide and urge central enterprises to comprehensively carry out self-examination and self-correction of carbon emission data quality problems, and establish enterprise carbon emission quality management standards.
The second is to actively participate in the construction of carbon emission reduction market mechanisms. Explore the establishment of a comprehensive service platform for carbon sink management of central enterprises, and guide central enterprises to actively participate in the national carbon emission trading market. Among the first batch of power enterprises included in the national carbon trading market, there are more than 600 power plants belonging to central enterprises; Among the first 10 enterprises to complete transactions, 8 are central enterprises.
The third is to strengthen publicity and education on green and low-carbon development. Carry out publicity activities on the theme of energy conservation and low-carbon in central enterprises, organize central enterprises in key industries to issue green and low-carbon initiatives to the whole society and the same industry, and disseminate the concept of green and low-carbon development. Carry out special training on carbon peaking and carbon neutrality, and enhance the awareness and ability of leading cadres of central enterprises to promote green and low-carbon development.
In the next step, the State-owned Assets Supervision and Administration Commission of the State Council and all central enterprises will fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council and the work requirements of the leading group for carbon dioxide peaking and carbon neutrality, actively and steadily promote the carbon peak and carbon neutrality work of central enterprises, continue to strengthen organizational implementation, tighten and compact the main responsibility of enterprises, promote the implementation of key projects of energy conservation and carbon reduction of enterprises, form operable, replicable and generalizable experience and practices, and lead and drive the green and low-carbon transformation and high-quality development of the whole society.
